It is 100% solid and designed to rebuild and repair broken control joints, fill gaps under tiles or concrete and repair chipped concrete surfaces very quickly. It can be mixed with sand and gravel to resurface and then it must be roughened or faded with abrasive metal discs reaching the concrete level.
